To meet the current project requirements of the company and in accordance with relevant laws and regulations, we plan to digitize benchmark materials through a request for quotation process. The relevant details are as follows:

I. Instructions for Requesting Quotations

1. The bidders invited to submit quotations must be legal entities capable of providing the services required for this project, meeting all the requirements set forth in Article 22 of the Government Procurement Law of the People’s Republic of China, and simultaneously complying with “Section IV: Commercial Requirements” of this Request for Quotation.

2. Bidders interested in this project are requested to submit a one-time written quotation to us before 3:00 p.m. on March 15, 2024.

3. If a bidder submits a quotation in response to this request for quotation, it shall be deemed as acceptance of the above-mentioned requirements proposed by us and such quotation shall be irrevocable. Otherwise, the bidder will be added to the list of untrustworthy bidders and will be prohibited from participating in any procurement activities organized by us within the specified period going forward.

4. Subject to meeting the inquirer’s required services, select the bidder offering the lowest price.

III. Commercial Requirements

1. Bidder qualification requirements:

(1) Complies with Article 22 of the Government Procurement Law of the People’s Republic of China.

(2) The bidder must have independent legal personality. Agents or distributors must provide a letter of authorization from the manufacturer specifically for this project.

2. Requirements for the quotation document:

(1) Quotation document.

(2) Business license.

(3) Letter of Commitment Regarding the Absence of Improper Relationships (with a seal affixed across the seam)

(4) Certificate of General Taxpayer.
